This Course Meets The 4 Hour Regulation Content Requirement. This five hour course in personal rights covers California's specific mandate of personal rights for individuals living in residential care facilities. Protection of personal rights means respecting personal preferences and choices and providing assistance in how to exercise these rights. The course begins with a look at how personal rights are rooted in the US Constitution. The passage of the American Disabilities Act in 1990 was a pivotal law that guaranteed access and opportunity to the disabled. Administrators and staff of residential care facilities should understand personal rights but how to problem solve the often ambiguous problems that arise. For example do clients have the right to drugs, alcohol and sex. The answer is not always obvious. Group discussion video and didactic presentation make for dynamic learning. Understanding of personal rights must also cover seclusions and restraint, postural supports and egress system. Finally the course covers how unwilling care providers may ignore or interfere with the rights of their clients by doing things for them, telling them what to do and patronizing them. More egregious violation of rights include emotional and physical harm. The course takes a close look at chemical restraint across all ages in individuals with dementia, mental illness and developmental disability. The controversy in using anti-psychotics is examined. Training focuses on how staff can communicate and provide support to clients in ways that respect the dignity and worth of the individual.
